Guerrero is a state in southern Mexico. It’s an important tourist destination and includes the cities of Acapulco and Ixtapa.

Situation

On average, Mexican cities rely on the federal government for 85 percent of their funding. Most cities depend heavily on the federal government for money because, in many cases, tax collection efforts are ineffective, due to misfiled or missing deeds and property titles.

Solution

To address this problem, the state installed Laserfiche and integrated it with their Geographical Information System (GIS). Panoramic pictures of the Acapulco coastline were then digitized and linked with more than 550,000 land registry documents stored in the Laserfiche database. With geographic relationships between tax documents and each land parcel available with a single click, employees can quickly determine who owes taxes and can verify that taxes have been properly assessed and collected on new construction projects.

Benefits

  • Thanks to their Laserfiche system, the city increased property tax collection by more than 150% in a single year, and now boasts the fourth-best tax collection rate in Mexico.
  • The WebLink module provides other government agencies with access to property information, a project that will ultimately connect all 81 cities in the state.
